This mod stops all that, either by eliminating the chatter entirely or by reducing the distance required between the player and an NPC before they’ll start talking to you outside of dialogue mode.

INSTALL

Download the plugin file that you wish to use:
“No NPC Greetings.esp” completely eliminates NPC greetings.
“Reduced Distance NPC Greetings.esp” reduces the distance required so that you’ll need to nearly bump into them
“Slightly Reduced Distance NPC Greetings.esp” reduces the distance required, but not so much as “Reduced Distance NPC Greetings.esp”
Place the plugin file in your Skyrim/Data folder.
Enable the plugin file with the mod manager of your choice, such as the Nexus Mod Manager.
To uninstall this mod, just disable the plugin file in the mod manager of your choice. You may also remove it from your Skyrim/Data directory.

TECHNICAL

These plugin files alter the hard-coded GameSetting fAIMinGreetingDistance, of which default value is 150.0. “No NPC Greetings.esp” changes the value to 0.0, whereas “Reduced Distance NPC Greetings.esp” changes it to 50.0 and “Slightly Reduced NPC Greetings.esp” sets it to 90.0
Alterations can be made to this GameSetting via the console (Opened with the ~ key, next to the 1 on most keyboards):
