Thalmor Justiciars Headquarters Actually are Thalmor
Revamps the Thalmor Headquarters in SOlitude so that it actually is worthy of the Thalmor slightly
This removes the Imperial banners seen in the Headquarters and places Thalmor banners in the interior and exterior of the building.
This also adds Thalmor NPCs:
– Thalmor Commander
– 2 male Thalmor guards
– 2 Female Thalmor Guards
